I was going to put this under the battle tactic thread, but decided that it deserves its own thread.
The following looks like a very good way to make money for pirates. My comments are at the bottom.

Folks, I think this is something we should be putting to use right out of the gate - fleet level. One of our objectives in game should be to start building our resources as quickly as possible. This looks like a solid way to do it. We will need to have agents carefully monitoring various ports. Once unrest breaks out, we need to approach each side individually and offer our services.
I also think we need to be true to ourselves first, so we are not simply pimping ourselves out any chance we get. Remember the golden rule and our actions should fall into place.
(The golden rule is: he who has the gold, rules.)
There should be a priority list of nations we would help out. My personal suggestion is this:
England
France
Spain
What this means is that we would be more willing to help the English over the French. And the Spanish would be the last resort.
We can occasionally play both sides of the coin and get money from both nations. Then just do nothing. This will surely piss off the other nations, but we can always point the finger elsewhere and get the nations to argue amongnst themselves again.
This is a valuable tactic that will help to build our reputation in the game and line our coffers that much faster.

Q: Are the players attacking NPC ships only? or is there some special mechanism that allows players to attack ships in a PVP-area?
A: You gain unrest from PvE sinking, from PvP events (which can happen even in a PvE area; they're things you sign up for, and outside the 'normal' PvP status of the world)... but mostly you probably get it from merchants conducting economic warfare.

Note the role this implies for pirates: they are PvP+ earlier than anyone else. That means that if you're being economically attacked by France, you could pay off pirates to sink all French merchants approaching the port. And, of course, the French could try to pay off pirates to stop pirate attacks.
